Deschutes Sheriffs crackdown on vehicle thiefs

MULTIPLE STOLEN VEHICLES RECOVERED AND SUSPECTS ARRESTED

Narrative:   
   On Oct. 31, Deschutes County Sheriff's Deputies and Oregon State Police Troopers were advised of a reckless driver eastbound towards Deschutes County on Hwy 20. It was learned the vehicle was reported stolen out of Marion County.

   At approximately 11:45 AM and Black Butte Ranch Police Officer and Deschutes County Sheriff's Office Deputy attempted to stop the vehicle on Hwy 20 west of Sisters. The vehicle was witnessed to be traveling at a high rate of speed and driving recklessly. The vehicle did not yield to officers and the pursuit was discontinued for safety reasons. The vehicle was spotted by multiple agencies at least three more times between Sisters and Bend and each time eluded.

   The vehicle is described as a Black 2012 Cadillac CTS two door sedan with Oregon plates CU34110.

   Deschutes County Sheriff's Office Deputies and Detectives are continuing to investigate. Anyone with information are asked to contact non-emergency dispatch at 541-693-6911.

   The Sheriff's Office was assisted by the Oregon State Police, Black Butte Ranch Police Department, Redmond Police Department, and Bend Police Department.

   On Oct. 31, during the pursuit of the stolen Black 2012 Cadillac CTS a Deschutes County Deputy made a separate traffic stop on a black Dodge Ram 2500 pickup. It had been reported that the Cadillac and the Dodge might have been traveling together. It was found that both vehicles had been travelling together and they were both reported stolen.

   The Cadillac was reported stolen out of Woodburn and the Dodge truck was reported stolen out of Salem. Daniel Redding was arrested and later issued a citation in lieu of custody for Unauthorized Use of a motor Vehicle.

   Detectives with the Deschutes County Sheriff's Office Street Crime Unit (SCU) along with Patrol Deputies were able to locate two more stolen vehicles at Redding's home on Alpine Ln in Alfalfa; a Red Dodge Ram 3500 4x4 Truck Stolen from Bend and a black Dodge Challenger Stolen from Salem.

   Over the past week SCU detectives conducted an in-depth investigation into the multiple vehicle thefts from in Central Oregon area and from several cities in the Willamette Valley. As a result of this investigation SCU, along with, deputies with the Deschutes County Sheriff's Office, Deputies from the Crook County Sheriff's Office and Officers from the Redmond Police Department were able to locate the following stolen vehicles (including the ones mentioned above):

- Black Cadillac CTS Stolen from Woodburn Oregon.
- Red Dodge Ram 3500 4x4 Truck Stolen from Bend.
- Black Dodge Challenger Stolen from Salem.
- Red Chevrolet Camaro Stolen from Salem.
- Black Chevrolet Duramax Diesel Stolen from Bend.
- White 2008 Sportsmaster Camp Trailer Stolen out of Bend.
- White Dodge Ram Truck Stolen from Cottage Grove.
- Beige Colored Buick Envision SUV Stolen from Madras.
- Black Nissan Titan Truck Stolen from Bend.
- Black Dodge Ram Truck stolen from Salem.

   Through this investigation detectives were able to learn evidence of these vehicle thefts were related to a search warrant they executed on October 25th, 2016 on Indian Place in Redmond. Six people had been arrested in that investigation on drug charges including Clay Fraser. Fraser was additionally charged with Unauthorized Use of a Motor Vehicle regarding the vehicle thefts.

   The current investigation led to the execution of an additional search warrant at 1833 SW Canal Blvd in Redmond on November 7th, 2016. This search warrant was executed by members of SCU, Central Oregon Drug Enforcement Team (CODE,) and Deschutes County Sheriff Deputies. Detectives located commercial quantities of heroin and methamphetamine along with scales and evidence of drug sales. Piper, Kalista and Westbrook were contacted at the residence along with Copeland and Tischler where they were arrested on their listed charges. Kalista was found to be in possession of approximately $1,000 of forged US currency and brass knuckles.

   Kori Knisley was later located and arrested for his listed charges of Unauthorized Use of a motor vehicle. Detectives learned Knisley had stolen multiple vehicles over the past several weeks.

   This investigation revealed that Tischler, Copeland, Knisley, Redding and Fraser were targeting vehicles on car lots from multiple jurisdictions. The vehicles were then being traded or sold for controlled substances and money. At this time there are no known outstanding stolen vehicles related to this case.
